Infrastructure expert brings local, national and international experience to role with TxDOT
Saud Memon, PE, ENV SP, joined HNTB Corporation as program manager and associate vice president, based in the firm’s Houston office. As program manager, he provides project management duties including document and drawing review and approval, status reporting, schedule monitoring, and other oversight services for HNTB’s general engineering consultant contract with the Texas Department of Transportation.
Memon has nearly 20 years of management and engineering experience on large-scale projects across the U.S. and internationally. His background includes high-speed passenger rail, light and heavy rail, complex highway projects, public works, quality assurance/quality control, and lenders technical advisory role.

Prior to joining HNTB, Memon served as Southwest rail business leader for another consulting firm. His experience includes serving as deputy project manager on a multi-billion-dollar high-speed rail design project between Houston and Dallas; project manager on a professional engineering services task order contract for Metropolitan Transit Authority of Harris County; project manager for a shoreline restoration project in Shoreacres, Texas; and lead civil engineer for the preliminary phase of Uptown/Post Oak Boulevard Project in Houston.
Memon earned a Master of Science in civil engineering from Bradley University and a Bachelor of Science in civil engineering from the NED University of Engineering and Technology in Pakistan.
HNTB has been or is currently involved in several significant transportation projects in the Houston region, including program management for the reconstruction and expansion of U.S. 290; architectural engineering services for the expansion of METRO’s Northwest Transit Center; engineering and tolling services for the widening of the Hardy Toll Road; and on-call aviation planning services for the Houston Airport System.
