Before Donald Trump Steps Into Office: The Time is Now to Start Planning for Upcoming Rulemakings and Legislative Activity

With the election now behind us, it is time to begin planning for the Trump administration to take power on January 20, 2017. Analysts widely anticipate that the Trump administration will move quickly to alter or reverse many executive orders and rulemakings, as well as to tackle healthcare and tax reform with Congress. Industries such as education, energy, and financial services are among the most likely to be impacted by significant regulatory and legislative activity in 2017.

Organizations should start planning now for these federal proceedings. Business leaders would be prudent to review regulations of particular concern to their industries and begin working with stakeholders to formulate policy proposals and advocacy strategies that will be ready to go by January 3rd, 2017, when the new Congress goes into session.

Organizations interested in influencing policy decisions are advised to budget time and funds to visit with policymakers and draft related regulatory comment letters, proposed legislation, and white papers.

A new presidential administration signals an era of uncertainty and possibility. Daniel M. Casto concentrates his practice in business law and transactions. Mr. Casto earned a B.S. in Accounting from Ohio Valley University where he was named Young Alumnus of the Year in 2011. Mr. Casto earned his Doctor of Jurisprudence from the West Virginia University College of Law where he finished first in his class and was inducted into the Order of the Coif. During law school Mr. Casto served on the Executive Board of the West Virginia Law Review, received the Patrick Duffy Koontz Leadership Award, and the West Virginia Tax Institute’s Thomas N. Chambers Award for Tax Scholarship. During law school Mr. Casto also served as a full-time extern for the Honorable D. Michael Fisher on the United States Court of Appeals for the Third Circuit and as a summer law clerk with the regional law firm Steptoe & Johnson PLLC.

Prior to joining Offit Kurman, Mr. Casto was a Senior Associate in the Financial Institutions Group of the international law firm Wilmer Cutler Pickering Hale and Dorr LLP, Associate in the Corporate and Finance Group of the international law firm of Sullivan & Cromwell LLP, and Legislative Director for then Congresswoman (now Senator) Shelley Moore Capito who represented West Virginia’s Second Congressional District. Mr. Casto began his career as an accountant with the United States Department of the Treasury’s Bureau of the Public Debt (now the Bureau of the Fiscal Service).
