Lucci Smith, Former Harris County Civil Court at Law Judge, Joins Winstead

Houston, TX - Jacqueline Lucci Smith, has joined Winstead PC and will work as of counsel in Winstead's Houston Office. Smith served as a judge for the past five years in Harris County Civil Court-at-Law No. 2, and was one of four judges in Harris County who had exclusive jurisdiction over eminent domain lawsuits.
Smith joins Winstead's growing eminent domain group and will also work in the commercial litigation and appellate practice groups. Prior to serving on the bench, she worked as an assistant county attorney in the appellate and general counsel divisions of the Harris County Attorney's Office and was director & legal counsel of the Harris County Tax Office. Smith's impressive work history includes serving as administrative judge in 2010 and 2011; disposing of over 14,000 cases, 3,000 bench trials, 175 jury trials, and 600 appeals from Justice of the Peace Courts; implementing new docket procedures to reduce the docket from 5,000 to 3,000; and developing new condemnation guidelines and local rules to implement SB 18.

Smith has written various articles and papers on Texas and Harris County legal topics and has served on several boards of charitable organizations in the community. She is a member of the State Bar of Texas, Bar for the Southern District of Texas, United States Court of Appeals for the Fifth Circuit, Houston Bar Association and College of the State Bar. She has served on the board for Boys and Girls Harbor since 2008, and she served as a chairman, vice chairman and board member for the St. Pius X School Board from 2003-2010. Smith received her J.D. from South Texas College of Law.
